Both are unincorporated — no city government, no city taxes — and both offer water access that you can't find at these price points anywhere else in the bay area. But Apollo Beach and Ruskin have very different personalities.
Apollo Beach is the polished, planned community with resort-style amenities and a more suburban feel. Ruskin is the scrappier, more affordable option with agricultural roots and a rougher-around-the-edges charm that some people love. Here's how they compare.

Housing
Apollo Beach is anchored by MiraBay, one of the most desirable master-planned communities in SouthShore. Waterfront homes in MiraBay with boat docks start around $600K and go well over $1M. Non-waterfront homes in MiraBay run $400K–$550K. Outside MiraBay, communities like Andalucia and SymmetryPark offer newer construction in the $380K–$480K range.
The appeal of Apollo Beach is water access. Many homes have direct bay access via canal systems — you can dock your boat in your backyard and be in Tampa Bay in minutes. That's a lifestyle feature that costs significantly more in South Tampa, Davis Islands, or St. Pete.
Ruskin is the value play. Older homes on larger lots — some with acreage — run $280K–$350K. Newer construction in communities like Waterset (technically overlapping Apollo Beach/Ruskin) and other developments run $320K–$400K. Ruskin's housing stock is more diverse: you'll find older Florida ranch homes, small farms, newer subdivisions, and everything in between.
Ruskin also has river access — the Little Manatee River runs through the area, offering kayaking, fishing, and a more natural water experience compared to Apollo Beach's canal systems.
CDD fees are common in both areas' newer communities. Factor $1,500–$2,500 per year on top of your HOA.
Schools
Both communities are served by Hillsborough County Public Schools, and the SouthShore area has seen significant school investment as the population has grown.
Apollo Beach residents primarily feed into Eisenhower Middle School and East Bay High School, with newer elementary schools serving the growing population. The schools are generally solid performers by Hillsborough County standards.
Ruskin has a wider range of school quality. Lennard High School serves much of Ruskin and has been growing. Some of the elementary schools are older and have more mixed reviews. The newer communities in eastern Ruskin tend to feed into better-performing schools.
For both areas, check school zones carefully. SouthShore has been rezoning frequently as new schools open to handle growth.
Commute
SouthShore commuters have two main routes: I-75 north to the Selmon Expressway, or US-41 north along the bay. Both get congested during rush hour, but the Selmon Expressway's REX reversible express lanes help significantly.
Apollo Beach is slightly closer to Tampa and MacDill AFB. The US-41 route to MacDill is particularly popular with military families. Morning commute to downtown Tampa runs 30–40 minutes.
Ruskin adds 5–10 minutes depending on where you are. Eastern Ruskin communities near I-75 have good highway access, while western Ruskin along US-41 can get stuck in SouthShore traffic.
Both communities benefit from the continued improvements to the I-75/Big Bend Road and I-75/Gibsonton Drive interchanges, which have historically been major bottlenecks.
Lifestyle
Apollo Beach has the TECO Manatee Viewing Center — a free wildlife attraction where manatees gather in the warm water discharge from the power plant during winter months. It's genuinely one of the coolest free things to do in Tampa Bay. The community also has a growing restaurant scene around the MiraBay area, waterfront dining options, and easy access to boating.
The master-planned community amenities (pools, fitness centers, parks, trails) are a big part of daily life in Apollo Beach. It's a suburb built for families who want a polished, planned environment with water access.
Ruskin has more of an authentic Florida feel. The E.G. Simmons Conservation Park offers bayfront camping, fishing, and kayaking. The Little Manatee River State Park is nearby for hiking and paddling. Ruskin's agricultural heritage means you'll find tomato farms, farm stands, and a connection to the land that Apollo Beach has traded for planned landscaping.
Ruskin's commercial scene is catching up but still behind Apollo Beach. You'll drive to Brandon or Riverview for major shopping. The restaurant options are improving but limited compared to more established areas.
