Lakeland is closer to Tampa. Morning commute to downtown Tampa runs 45–55 minutes without major incidents, but I-4 incidents can double that easily. The Polk Parkway (toll road) helps bypass some local congestion.
Winter Haven adds about 10 minutes to the Tampa commute but is closer to Orlando (40–50 minutes). If you work in the theme park corridor or east Orlando, Winter Haven makes more geographic sense.

Winter Haven is about the lakes and the outdoors. The Chain of Lakes is the centerpiece — residents kayak, paddleboard, fish, and boat as part of daily life. Downtown Winter Haven has been revitalizing with new restaurants and shops, but it's smaller and quieter than Lakeland's. LEGOLAND is here, which is great if you have young kids (annual passes are worth it).
Winter Haven also has a growing craft beer and local restaurant scene, but you'll still find yourself driving to Lakeland or Tampa for some things. The pace is slower, and most residents like it that way.
