Moving to Odessa, Florida
Moving to Odessa, Florida
Odessa is one of those places caught between two identities. Half of it is old Florida — horse farms, dirt roads, five-acre parcels with mature oaks and cattle fencing. The other half is new Florida — Starkey Ranch, a massive master-planned community with resort pools, food trucks, and a fitness center that rivals any gym. Both versions exist side by side, and both have their appeal.
Odessa is an unincorporated community that straddles the Pasco-Hillsborough county line. Most of the residential growth (including Starkey Ranch) sits in Pasco County, while some areas south of Gunn Highway fall in Hillsborough. This matters for schools, taxes, and services — always confirm which county your property falls in.
The Keystone-Odessa area has long been Tampa Bay's horse country. People moved here for space and privacy. Now, with Starkey Ranch and other developments filling in, Odessa is attracting suburban families alongside the equestrian crowd. It's working so far, but the tension between rural character and suburban development is real and ongoing.
Why Move to Odessa
Odessa offers something rare in the Tampa Bay metro: the choice between a five-acre equestrian property and a brand-new home in a master-planned community, within the same zip code. That flexibility attracts a wide range of buyers.
For the suburban family: Starkey Ranch delivers top-tier amenities, new construction, and some of the best schools in Pasco County — including the Starkey Ranch K-8 school and proximity to Mitchell High School in Trinity. The community is well-designed, the trail system is exceptional (connected to the Starkey Wilderness Preserve), and the location puts you 25-30 minutes from Tampa.
For the space-seeker: The older Odessa parcels east of the Suncoast Parkway offer 2-10+ acre lots with established homes, barn space, and room for horses, livestock, or just privacy. These properties are increasingly rare this close to Tampa, and they're priced accordingly — but still cheaper than equivalent acreage in south Hillsborough.
Location is strong. The Suncoast Parkway runs right through Odessa, connecting to the Veterans Expressway and Tampa International Airport in 20-25 minutes. You're equidistant from Wesley Chapel to the north and Westchase/Citrus Park to the south.
Neighborhoods
Starkey Ranch — The headliner. A large master-planned community developed by Metro Development Group. Homes range from $380K to $600K+ across multiple builders and product types — single-family, townhomes, and estate lots. The amenity center (the Starlake Club) includes resort pools, a fitness center, event lawn, and food truck plaza. The Starkey Trail connects through the community into the 18,000-acre Starkey Wilderness Preserve. New phases continue to open. This is Odessa's answer to Wesley Chapel.
Keystone-Odessa (rural) — The original Odessa. Large parcels (2-10+ acres), horse farms, ranch-style homes, and genuine rural character. Prices range from $450K to $900K+ depending on acreage and improvements. Homes span decades — some 1970s ranches alongside 2000s custom builds. No HOAs, no sidewalks, no streetlights. Just space.
Dupree Lakes — On the northern edge of the Odessa area, technically a Land O' Lakes address but within the Odessa school zone for some parcels. Homes in the $340K-$430K range. Gated, suburban, and well-maintained.
Odessa Oaks / small subdivisions — Several smaller subdivisions dot the area between Gunn Highway and the Suncoast Parkway. Homes in the $380K-$520K range on quarter-acre to half-acre lots. Less amenity-heavy than Starkey Ranch, but more privacy and larger lots.
Cost of Living
Odessa's median home price is approximately $450K, reflecting the mix of newer construction in Starkey Ranch and higher-value acreage properties.
Rent is limited — Odessa is predominantly owner-occupied. When rentals are available in Starkey Ranch, expect $2,200-$3,000/month for a three- or four-bedroom home.
Property taxes depend on which county you're in. Pasco County runs approximately 1.0-1.1% of assessed value after homestead exemption. Hillsborough County runs slightly higher. On a $450K home in Pasco, expect roughly $4,500-$5,000/year.
HOA fees in Starkey Ranch run $120-$200/month. Rural Odessa parcels have no HOA — one of their strongest selling points for some buyers.
Insurance is reasonable — Odessa is inland, away from flood and coastal wind concerns. Standard homeowners insurance runs $2,000-$4,000/year depending on construction and roof age.
Schools
School quality is one of Odessa's strengths, with access to some of the best schools in Pasco County.
Top-rated schools:
- Starkey Ranch K-8 — Newer school built to serve the Starkey Ranch community. Strong ratings and an active parent community.
- Odessa Elementary (Trinity area) — Well-regarded elementary serving parts of Odessa and Trinity.
- Seven Springs Middle School — Feeds into Mitchell High School. Consistently strong academics.
- J.W. Mitchell High School — One of the top public high schools in Pasco County. The Mitchell zone is a significant home-value driver.
Note on county lines: Some Odessa properties fall in Hillsborough County and attend Hillsborough County Schools. Confirm your school district before purchasing — it makes a meaningful difference.
Private options:
- Academy at the Lakes (Land O' Lakes) — PreK-12, 15 minutes north.
- Hillsborough County magnet programs for properties on the Hillsborough side.

No public transit. Car required.
Local Favorites
Odessa doesn't have its own commercial center — dining and shopping are in nearby areas.
Nearby restaurants:
- The Bricks of Westchase (Westchase, 10 min south) — Pizza and Italian in a casual neighborhood spot.

- Starkey Wilderness Preserve — The crown jewel. 18,000+ acres of hiking, biking, horseback riding, and nature observation. The paved Starkey Trail runs 12+ miles through the preserve and connects to Starkey Ranch. This is one of the largest urban wilderness areas in the country.
- Odessa Community Park — Local park with sports fields and a playground.
- Keystone Park — Community park for the Keystone-Odessa area with ball fields and open space.
Equestrian: Odessa is horse country. Multiple boarding facilities, riding trails (including Starkey Preserve trails open to horses), and a community of equestrians who've been here for decades. If you ride, this is one of the best places in Tampa Bay to base yourself.
Setting Up Your New Home
Whether you're in a new Starkey Ranch home or a rural property that needs fence repair and barn maintenance, there's a to-do list. Best Bay Services — Handyman & Home Services handles both — from TV mounting and blind installation in new construction to pressure washing, door adjustments, and the hundred small things that make any home move-in ready.
Internet: Spectrum Internet serves most of Odessa. Starkey Ranch has good infrastructure. Rural properties on larger lots may have limited options — check coverage before buying if you work remotely. Satellite or fixed wireless may be necessary on some parcels.
Security: Odessa is very safe, but rural properties benefit from security cameras and monitoring. ADT Home Security is practical for larger lots where you can't see your driveway from the house.
Moving: PODS Moving & Storage containers work for all Odessa property types. Deliver to a suburban driveway or a rural gravel pad — they're flexible.
Frequently Asked Questions
Is Odessa the same as Keystone? They're commonly grouped as "Keystone-Odessa" and share a zip code and community identity. The distinction is informal — Keystone is generally south of Gunn Highway (more Hillsborough County), while Odessa is north (more Pasco County). For practical purposes, real estate listings use both names interchangeably.
Can I have horses in Odessa? Yes — in the rural parcels. The Keystone-Odessa area is the go-to for equestrian properties in the Tampa Bay metro. Look for properties east of the Suncoast Parkway with agricultural zoning. Starkey Ranch and other planned communities do not permit horses.
Is Starkey Ranch worth the price? For families who want new construction, top-tier amenities, and Mitchell High School access, it's one of the best communities in Pasco County. The trail system and preserve access set it apart from Wesley Chapel's communities. The trade-off is price — similar homes in Wesley Chapel or Land O' Lakes may cost less.
How rural is rural Odessa? Genuinely rural. Some roads are unpaved. You'll hear roosters. Your neighbor may have cattle. It's five-acre parcels with well water and septic systems, 20 minutes from an international airport. That combination is increasingly rare and increasingly valuable.
